Registration rules, 1961, are likely to be altered in Maharashtra. The state Inspector General Registration and Controller of Stamps (IGR) department is looking forward to reformation of new registration rules, under which using just a webcam and finger print scanner people can actually go for Aadhar card linked e-registration of property records.
According to the existing rules, it’s necessary for the sub-registrar offices to authenticate the identity of the applicants at least before the presence of at least 2 witnesses. Now with this new amendment, a person’s identity can be verified by Aadhar database and it will also take out the long lines before 500 odd offices in the state. Number 69 of the registration rule is subject to the amendment with an addition of ‘Aadhar card linked’ in the existing clause. Homebuyers can truly register their properties from home after the successful enforcement, along with which the process of rounding up a witness for identity proof will finally become uncalled-for. As per the state registration data, 90% of the state inhabitants have been provided Aadhar numbers. Thus, identification process becomes easier by matching the biometric info.
This entire e-registration process will turn into an effective mechanism for leave and license agreements by the department and for a part of new launches in the state. The prospective of the registration department is to outright all property registrations with the recommended amendments. This amendment is likely produced in the cabinet meeting or in the next monsoon session of the parliament.
While clarifying the amendment the department confirmed that after the amendment, the registration form will first look for consent on electronic or paper format subsequent to the 12 digit Aadhaar number will be put by the finger print and iris scan in the UIDAI system and this will be stored in the database for identity as well as property verification. The proposal department has named the proposal as a ‘consent-based Aadhar authentication service’- which will empower the department to perform the verification process of individual with the 12 digit Aadhar number with his/her consent, which will easily bring out the very person’s identity.
“As we all know that KMC has introduced UAA (Unit Area Assessment) service for evaluating property tax and exact calculation from home, e-registration is also expected to be adopted by the civic body soon for the betterment of property verification and to get rid of overcrowded civic office windows,”- said Mr. Mahesh Somani
