Maharashtra state cabinet finally gave approval for GIS mapping (Geographic Information System) of all C and D municipal corporation, councils and nagar panchayats and sanctioned 260 crore on last Tuesday, May 16. At present there are 17 corporations and 350 councils and nagar panchayats in the state. The purpose behind GIS installation is to empower these ULBs to earn higher and calculated property tax. As currently the revenue department collect property tax of approx Rs. 2000 crore, which will be doubled once the installation process gets finished.
According to the sources, this decision carry out GIS mapping had been taken some time back, the tendering process for designating an agency for GIS installation is already in process but no budgetary account had been set up from which government can grant its aid for the same while cabinet approved the outlined budget for this project. It also says that Property Tax collection is near to the ground in approximately all urban local bodies on account of three lacunas - properties being abandoned of the assessment system, under-valuation and falsification such as commercial unit being given away as residential etc. The satellite mapping by the Maharashtra Remote Sensing agency will set up the base for the data. But before that house to house survey will be conducted to get the accurate number of properties in the jurisdiction of each urban local body.
“Though KMC has just introduced the UAA policy which will empower homebuyers self property tax assessment of their individual properties per annum, a positive step like GIS installation will undoubtedly advance the tax collection service for the local civic bodies which to some extent can recover state’s fiscal deficit,”- said Mr. Mahesh Somani- the RERA expert of West Bengal chapter.
Meanwhile, a number of major cities in India embrace GIS service for polishing up the property revenue. Not always it’s the fault of inhabitants who unknowingly buy buildings or plots which illegitimate, most of the times it’s a builder who advertise anything to attract a buyers, which has no relevance with the offerings. After RERA implementation any of such trickeries of the builders would be a subject to imprisonment. Thus, real estate developers should fulfill their assurance. It’s expected that within the end of 2020 every major operating cities of the country are going to acquire GIS service for easing up property tax collection.
